What causes the skin near your cuticles to do this?

The skin below my cuticles is sore and some of it gets pulled back. When I put my hands in my jean pockets or do anything that touches them, it hurts. I know a lot of people have this happen, I don%26#039;t know how else to describe it, but I want to know what to do for it to heal. I feel like every time I rub them against anything they get irritated and won%26#039;t get any better. They aren%26#039;t abnormal, its just annoying.|||I had a friend who had that. He was a bartender and was constantly putting his hands in water with cleaning solution that apparently was drying his skin or something.
